100,000 Consumers Sign Device Unlocking Petition; Policymakers Must Take Action

Washington, DC – A petition pushing the White House to ask the Librarian of Congress to reconsider its previous decision preventing consumers from unlocking their wireless devices passed the 100,000 signature threshold late last week, which now requires the Obama Administration to formally address the issue.  The petition window closed on Saturday with over 110,000 signatures, clearly surpassing the increased threshold for White House response.  CCA strongly supports allowing customers to unlock their phones to use them on a different network and encourages the White House to advocate on consumers’ behalf by denouncing the Librarian’s short-sighted decision and championing a bill that makes unlocking permanently legal.

“I was greatly disappointed with the U.S. Copyright Office’s decision not to renew the exemption that allowed mobile device owners to unlock their handsets and take them to the carrier of their choice,” said CCA President & CEO Steven K. Berry.  “With new devices coming on the market, consumers will find it much more difficult, if not impossible, to take their devices to the carrier of their choice and will face significant financial burdens when trying to change providers.”

“The fact that over 100,000 consumers signed the petition clearly indicates that consumers care about this issue, and policymakers must take action and reverse the Copyright Office’s decision.  CCA strongly believes in competitive choices and continues to work with stakeholders and policymakers to allow devices to be legally unlocked.  The time for action is now, and I hope the Administration’s response to the petition will benefit consumers and allow them to once again unlock their devices.”
